How can culture serve as a catalyst for territorial cooperation and regional competitiveness in Europe? Drawing on the Millenium project led by the Normandy Region, the session will explore how historical heritage can become a strategic asset: beyond its cultural dimension and administrative borders, it turns into shared value that fosters long-term collaboration between European regions, creates networks, stimulates joint projects and strengthens territorial attractiveness. Its ambition to join the Council of Europe’s Cultural Routes Programme reinforces this collective momentum, having Millenium as a collaborative model for strengthening European identity through culture and collaboration.
