- Minister, Castilla y León Regional Government
- Mr. Juan Carlos Suárez-Quiñones y Fernández was born in León in 1961. He holds a Degree in Law from the University of León and a Certificate-Degree of Advanced Studies within the doctoral programme, recognising research proficiency.
He is the current Regional Minister of Industry, Universities, Employment, and Comerce. He has recently been appointed as a judge in the Criminal Division of the National High Court.(Currently, administrative status of special services in this position). Previously, he has held the following positions:
• Regional Minister for the Environment, Housing and Spatial Planning of the Regional Government of Castilla y León from 2022 to 2026.
• Regional Minister for Development and the Environment of the Regional Government of Castilla y León from 2015 to 2019 and from 2019 to 2022.
• Member of the Castilla y León Regional Parliament during the 10th and 11th legislative terms.
• In February 2012, he was appointed Deputy Government Representative in León and, in April 2015, Government Representative in Castilla y León.
• Associate lecturer in the Department of Criminal Law at the Faculty of Law, University of León, from the 1996–1997 academic year to the 2006–2007 academic year, and from the 2013–2014 academic year to the 2014–2015 academic year. He taught on degree programmes in Law, Business Administration and Management, and Environmental Sciences.
• Honorary collaborator in the Department of Criminal Law at the Faculty of Law, University of León, from 2007 to 2013, and lecturer at the León School of Legal Practice and on various Master’s programmes at the University of León.
• Elected Senior Judge of the Courts of the Judicial District of León from December 2002 to February 2012. He was a member of the Monitoring Committee for Senior Judges in Spain. He served as an elected member of the Governing Board of the High Court of Justice of Castilla y León from 2004 to 2009. He was coordinator of the Judicial Training School of the General Council of the Judiciary for the supervised placements of new judges, a tutor on the training programme, and a lecturer at the aforementioned Judicial Training School. He has been a member of various committees, working groups and think tanks within the Ministry of Justice, as well as serving as General Adviser to the Judiciary and other bodies.
• Member of the Judiciary, having passed the competitive examination in 1987. He was promoted to the rank of magistrate on 25 January 1990. He has held judicial posts in Benavente (Zamora), Getafe (Madrid) and León, at both the Magistrates’ Court and the Provincial Court.
