To unlock Europe’s full potential and strengthen its strategic autonomy, regional linkages must improve and structural barriers be addressed through coordination. Strategic planning is key to the next generation of Smart Specialisation Strategies (S3), building on place‑based ecosystems supporting EU industrial policy. Through comparative analysis of R&I ecosystems across cities, regions, overseas territories, candidate countries and innovation bodies, the SYNERGY project examines funding synergies, governance and functional links shaping performance. Findings reveal shared challenges and diverse realities, highlighting regional industrial ecosystems as drivers of Europe’s competitiveness.
