- He has a degree in Animal Science Engineering from the University of Trás-os-Montes and Alto Douro. Since February 2026 is President of Centro Regional Coordination and Development Commission. Between 2013 and 2025, he was Mayor of the city of Aveiro and member of the Comite of Regions. Between 1998 and 2013, he was Mayor of the Municipality of Ilhavo. Between 1992 and 1994, he is was Member of the Portuguese Parliament.
He has also held senior positions in various organisations and bodies, notably Vice-President of the Executive Board of the National Association of Portuguese Municipalities; Member of the Board of the Regional Tourism Authority for Central Portugal, Member of the Executive Committee of the Aveiro Digital Programme and Chair of the Board of the Ocean Forum Association.
