Buildings account for 40% of the EU’s energy use and are major energy users. Small and medium-sized cities struggle to meet energy and climate targets for public buildings, partly due to limited financial means. Yet low-cost behavioural measures can reduce energy consumption by up to 15%. Latvia's Social Innovation Centre shows how the Interreg BSR Flip-EC project’s transnational digital toolkit, blueprint and role-specific training tailored to public building users and administrators improve energy efficiency. Through 15 pilot actions, municipalities address territorial disparities, enhance energy security and strengthen regional solidarity, ensuring that no one is left behind.
