Buildings, representing 40% EU’s energy use, are significant energy wasters. Small and Medium Cities struggle to meet energy and climate targets for public buildings in part due to restricted financial means. Yet, low-cost behavioural measures have the potential to save up to 15% in energy consumption. The Social Innovation Centre of Latvia shows how the Interreg BSR Flip-EC project’s transnational digital toolkit, blueprint and role-specific training tailored to public building users and administrators improve energy efficiency. Municipalities bridge the gap of territorial inequities towards energy security and strengthen regional solidarity with 15 pilots so that no one is left behind.
