May The Best Idea Win: Rethinking How Regions Tackle Social Exclusion

Long-term unemployment and social exclusion in regions are often seen as difficult to solve. Practice shows, however, that the key issue lies not in people’s motivation, but in how employment support solutions are designed and selected. In Lithuania, this challenge is addressed through a national selection of the most suitable employment support ideas combined with the Financing Not Linked to Costs (FNLC) funding model. The session will demonstrate how this unique format, implemented in cooperation with partners, enables effective “from case to employment” pathways for people who have long remained outside standard employment support systems.
