The workshop combines a short conceptual introduction to Financing Not Linked to Costs (FNLC) with a hands‑on practical exercise based on real implementation challenges. Following a brief overview of the logic behind results‑based funding, participants will work through concrete FNLC design questions: what is measured, who is responsible for what, and how implementation roles are defined in practice. The focus is on how existing FNLC experience can be systematically used to prepare administrations for the next programming period. How to turn lessons learned into practical, clearer governance choices and results‑based models that are operational from national systems to beneficiary level.
