When disaster strikes, survival depends on 3 factors: the built environment, access to reliable information, and citizens' preparedness. This session brings together local and regional leaders, EU Parliament representatives, and the CoR rapporteur on Preparedness to promote a whole-of-society approach. It explores how cities and regions can close the “resilience gap” by ensuring resilient housing, early warning systems, awareness, and crisis communication reach all—especially children, persons with disabilities, the elderly, and those most exposed to misinformation. Drawing on frontline experience and MCR2030's work, the session will deliver recommendations for EU cohesion and resilience.
