- Head of Unit, European Commission - DG MOVE
- After a Bachelor in Economics and Management (University of Reading, UK) and a MSc in Management at the School of Management of Lyon (France) with exchange programs at the Stockholm School of Economics (Sweden) and ICADE (Spain), Moumen started his career in 2000 as a consultant in strategy at Andersen Consulting (now Accenture). He joined the European Commission in 2003 where he has worked more than 10 years on external relations and trade issues (trade defense, Balkans and EU enlargement, EU trade relations with China, Indonesia, Australia and New Zealand). From 2008 to 2012, Moumen was posted in Singapore as Deputy Head of the EU Delegation where he was one of the key pillars of the successful EU-Singapore FTA negotiations. Between 2013 and 2015, Moumen was Policy Adviser to the Deputy Secretary General of the European Commission before becoming the Policy Adviser to the Director General of the DG for Mobility and Transport (DG MOVE). Between 2017 and 2024, Moumen was Head of Unit for Strategy, HR and Communication in DG MOVE. In November 2019, he was appointed Head of the Transition Team for Ms Valean, the EU Commissioner for transport, where he prepared her for her hearing in the European Parliament. Since March 2024, Moumen is Head of Unit for Sustainable and Intelligent Transport in DG MOVE.
