No Talent Left Behind: Building Inclusive Labour Markets through Regional Skills Strategies

This workshop builds on recent EARLALL exchanges on inclusive labour markets. It will bring together European regions to explore how inclusive approaches can strengthen regional resilience, competitiveness and long-term economic development. Across Europe, demographic change, ageing populations, shrinking workforces, skills shortages and rapidly evolving skills needs are creating new challenges. At the same time, many people remain outside employment, education or training, or face barriers to sustainable employment. Unlocking this untapped talent is therefore essential to addressing labour shortages while building more inclusive economies. The workshop will showcase concrete, place-based regional solutions, focusing on demographic change, upskilling and reskilling for low-qualified adults, inclusive employment for persons with disabilities, and mobility and integration programmes for disadvantaged youth. Through practical examples and interactive discussion, participants will explore how regions can better identify, reach and support people currently missing from the labour market, and how lifelong learning, flexible skills pathways and stakeholder cooperation can contribute to future-ready regional labour markets.
