Europe’s competitiveness increasingly depends on cities’ ability to mobilize local innovation ecosystems: businesses, research institutions and public actors. 16 city regions in Finland have implemented SUD through a new multi-level governance model where cities and the state work in long-term partnerships through ecosystem agreements. By building on each city’s distinct profile, the model fosters regional innovation ecosystems and applies a strategic portfolio approach to EU funding. This aligns national priorities with local strengths and boosts the impact of public investment. Recognized in the EU Agenda for Cities, the model has drawn considerable international interest.
