Ukrainian Municipalities and the EU Strategic Agenda 2028–2034: Aligning Priorities for Recovery and Development

Where will Ukrainian cities stand in Europe’s 2028–2034 agenda? Ukraine’s municipalities are already shaping the priorities that will drive recovery and development in the years ahead. As the EU prepares its next strategic and financial framework for 2028–2034, Ukrainian cities have a unique opportunity to connect their ambitions with Europe’s emerging priorities. On 14 October 2026 in Brussels, EU4Reconstruction will bring together mayors of leading Ukrainian municipalities (including Vinnytsia, Mykolaiv, Kremenchuk and Dnipro), Ministry for Development of Communities and Territories of Ukraine, EU institutions and European regions for a high-level dialogue on how municipal strategies, Ukraine’s regional development agenda and EU priorities can come together to unlock new opportunities for cooperation, investment and recovery. The event will move beyond presenting strategies to ask a practical question: how can alignment become action? From strategic priorities and investment pipelines to bankable projects, partnerships and knowledge exchange, the discussion will explore how Ukrainian cities can strengthen their position within the evolving European policy and investment landscape. Join us in Brussels to connect priorities, build partnerships and shape the road from recovery to European integration.
