Implementing the Water Resilience Strategy: Context Analysis and Proposals

Water resilience is a key driver of investment, innovation and competitiveness. Implementing the EU Water Resilience Strategy requires effective operational and financial tools able to mobilise additional resources for the sector. A key objective is to leverage private capital alongside public funding, loans, guarantees and EU financial instruments to accelerate water investments. The event will present an innovative financial instrument promoted at national level by Utilitalia, the Federation of Italian Utilities. By aggregating the financing needs of several utilities within a common structure, it facilitates access to capital markets and broadens the pool of potential investors. The instrument complements public grants and provides a concrete response to the sector’s significant investment needs. It is particularly relevant in the context of the next EU Multiannual Financial Framework and the evolving governance of EU funding. The initiative also complements the Water Resilience Investment Accelerator promoted by the European Commission and linked to cohesion policy.
