The session will examine how regional and local actors can anticipate and adapt to change, mobilise local assets, strengthen innovation ecosystems, and support business continuity and recovery. The discussion will highlight how territories can turn uncertainty into an opportunity for regional competitiveness, including drawing on the Ukrainian case.
