The Green Future of Sector 3: A Partnership Between Citizens and Authorities

This panel event brings together local authorities, environmental experts, European and regional institutions, and engaged citizens to explore pathways toward a greener Sector 3 of Bucharest. Held at the revitalized Laminor Hall, the dialogue will focus on actionable ideas to improve green infrastructure, promote sustainable mobility, and foster community involvement in the green transition. The event is part of the EU Regions Week – Close to You 2025, aligning with the regional objectives of the Bucharest-Ilfov Program 2021–2027.

Session summary

Sector 3 has implemented Romania’s largest and most consistent thermal rehabilitation program over the past 15 years, using European and national funding to modernize residential buildings and improve energy efficiency. Through multiple funding programs (POR 2007–2013, POR 2014–2020, PRBI 2021–2027, and PNRR), over 1,007 apartment buildings and 76,912 apartments have been renovated.
From civil society, ARSC (The Romanian Association for Smart City) introduced the role of civil society and the participation of citizens in the developing of the future cities. Also, emphasizing ARSC’s role in driving Romania’s transition toward a green and digitally enabled future through Smart City solutions and sustainable innovation. By developing the Digital Hub and supporting e-governance, digital education, and civic participation, ARSC accelerates the adoption of smart technologies that improve quality of life while promoting environmental responsibility.
Bucharest - Ilfov Regional Agency for Development will continue to be a major support for the future of cities in the region emphasizing the role of dialogue between local authorities and citizens as one of prerequisites in how the cities develops.
